Authorities on Wednesday night raided two brothels in Prachin Buri's Khlong Rang district and rescued more than 30 underage Lao girls.

The raid was carried out by a team of 30 police officers acompanies by women and children's rights advocate Paveena Hongsakul.

The two child prostitution rings used two karaoke restaurants, located about 500 metres from a police station, as a front.

The child prostitutes are aged between 13 and 17.

They said their agents lured them into the brothels and they received no payment as the brothel owners told them that their parents had to repay them more than 80,000 baht as transportation costs and business expenses.

They said the brothels would not let them eat or drink until they eventually worked as prostitutes. The brothels would then allow them only one meal a day.

All the rescued teenagers were taken to Kred Trakarn rehabilitation centre by Mrs Paveena's foundation, as the DSI continue to investigate the brothel operators.

People can report child abuse or violation of women's rights to the police or the Paveena Hongsakul Foundation for Children and Women at 1134 hotline.

An 11-year-old girl from Preah Sihanouk province claimed yesterday that she was raped by a provincial police official in October last year, at a conference where new data revealed an increase in reported cases of rape and indecent assault.

The girl, who was aged 10 at the time of the alleged offence, said at a press conference held by human rights group ADHOC in Phnom Penh that no legal action had been taken against the official.
“He raped me three times,” she said. “He was arrested and then released.”

The girl’s father said at the conference that he was offered US$20,000 in compensation by the suspect’s family, but he did not accept it.

“My feelings hurt too much because [the suspect] is still free,” he said.

The mother of a rape-and-murder victim, a suspect in an underage rape and seven women and girls who had experienced rape or indecent assault also spoke.

ADHOC yesterday said it had recorded a total of 156 complaints of rape and indecent assault from January to March this year, with 116 cases involving minors under the age of 18. These figures compared with 120 complaints with 85 cases involving minors over the same period last year.

In 2010, ADHOC investigated 501 rape and indecent assault complaints, a 9 percent increase on the 460 reported cases in 2009.

Chan Krisna Sawada, head of the women’s and children’s rights programme at ADHOC, said yesterday that while the increase could be attributed to more cases being reported, drugs, alcohol and pornography were impacting on the volume of assaults.

“Most of the rapes and assaults are committed by fathers and stepfathers … and most of the perpetrators are drunk,” she said.

“We did a survey and interviewed perpetrators in jail, they say the same thing: ‘After I watched a pornographic film on television, on my telephone, I want to [imitate] it.’”

Chan Krisna Sawada said that law enforcement in rape and indecent assault cases was lacking.

“No serious measures have been taken to combat this rise,” she said. “[There is] the issue of victims accepting civil compensation and dropping criminal charges because of their lack of knowledge of laws.

They don’t understand that they can still proceed with the criminal charges and get the civil compensation.”

ADHOC has requested that the government create a juvenile court and train judges in children’s rights and that the Ministry of Justice reaffirm proper implementation of the law to judges and prosecutors.

Sam Prachea Manith, director of cabinet at the Ministry of Justice, said yesterday that hearings for rape cases in municipal and provincial courts were not public, in order to protect the victims.

“The juvenile hearings have curtains or barriers for the victims and judges have televisions to talk with victims,” he said. “[The] victims sit behind curtains, they don’t see the suspect.”

Sam Prachea Manith denied that court officials had released rape suspects in the past. “I know in general that no one in the courts dares to release rape suspects now,” he said.

Officials from the Ministry of Women Affairs and the Ministry of Interior could not be reached for comment by The Post yesterday.

Wieder einmal haben verdeckte Ermittler der Polizei zur Bekämpfung von Menschenhandel einen Fall aufgedeckt, bei der eine Minderjährige zur Prostitution gezwungen wurde.

Wie die thailändische Presse meldet, sind die Beamten bei einer verdeckten Operation auf eine schwangere 26jährige Frau aufmerksam geworden, die Sex mit einer minderjährigen für 1.500 Baht vermitteln wollte. Um keinen Verdacht zu schöpfen, wurde extra ein Ausländer als Kunde vorgeschoben. Der Kunde verabredete sich mit der 26jährigen in einem Apartment in der North Pattaya Road.

Zur verabredeten Zeit tauchte dann auch die Vermittlerin mit dem 14jährigen Mädchen in dem Apartment auf und lieferte das Mädchen bei dem vermeintlichen Kunden ab. Die 26jährige ging dann hinunter in die Lobby und wurde dort von der Polizei in Empfang genommen.

Eine weitere Gruppe von Polizeibeamten nahm dann in dem Apartment die 14jährige ebenfalls fest. Die 26jährige Vermittlerin erzählte den Beamten, daß sie die Minderjährige nur vermitteln würde, um das Geld für eine Abtreibung zu sparen. Sie habe von der Mutter 500 Baht für die Vermittlung erhalten.

Die Beamten sprachen dann mit der Mutter der 14jährigen, die den Vorgang bestätigte. Sie sei vor kurzem verhaftet worden, weil sie im Plaza Hotel, in dem sie gearbeitet hatte, 13 Uhren gestohlen habe. Darauf habe ein Agent für sie eine Kaution von 13.000 Baht hinterlegt, die sie jetzt zurückzahlen müsse. Da ihre Tochter bereits mit neun Jahren von ihrem Cousin vergewaltigt wurde, habe sie ihre Tochter gebeten, bei der Geldbeschaffung zu helfen.

Die Vermittlerin wurde von den Beamten festgenommen, auf die Mutter wartet jetzt ebenfalls ein weiterer Termin vor Gericht. Die 14jährige wurde an ein pädiatrisches Rehabilitationszentrum übergeben.

Sungai Golok, which Thai police say is a major human trafficking destination in the country with over 100 brothels, is located on the border with Malaysia.

Human trafficking rings are increasingly using Thailand as a transit country to send Lao girls to Malaysia where they are sold into prostitution, according to a Lao official who called the route a “new problem” for authorities.

The anti-human trafficking official, who spoke on condition of anonymity, said only a few cases were currently under investigation, but was unclear on how many girls may have been taken to Malaysia through Thailand.

“Lao girls being trafficked from Thailand to Malaysia for prostitution is a new problem for Lao authorities. It is also a new route for human trafficking,” the official told RFA’s Lao service.

The official said that the Lao Anti-trafficking Unit—created in 2005 to coordinate national law enforcement—had received complaints from “many families” asking for help finding missing daughters believed to have been lured into prostitution in Malaysia.

“The Lao anti-human trafficking unit doesn’t know the exact number of Lao girls who have been lured to Malaysia to work as prostitutes,” he said.

“There has been cooperation between Lao and Malaysian police [investigations] via the Thai police.”

Based on statistics provided by the immigration bureau of Thailand’s Songkla province, which borders Malaysia to the north, 48,000 Laotians crossed into Malaysia in 2011, but only 46,000 returned.

Some 35 percent of Lao nationals trafficked to Thailand end up in prostitution, UN figures have showed.

Pattaya - Erneut musste der stellvertretende Bürgermeister Wutisak Rermkitkarn bei einem Sondermeeting in Pattayas City Hall vor Vertretern der Immigration Police, des Social Development and Human Security Office und des Social Welfare Departments eingestehen, dass alle bisherigen Versuche, das Bettler- und Obdachlosenproblem im Seebad zu lösen, gescheitert seien.
Herr Wutisak betonte, man habe dieses unangenehme Thema viel zu lange verdrängt und erst vor etwa 3 Jahren damit begonnen, großangelegte Maßnahmen gegen das Problem zu ergreifen, das dem Image der Stadt als Reiseziel massiven Schaden zufüge. Doch alle bisherigen Konzepte seien dadurch gescheitert, dass viele der Personen ohne Wohnsitz, die man in die noch relativ neuen Betreuungseinrichtungen in Nonthaburi und Saraburi gebracht habe, schon nach Wochen wieder zurückgekehrt seien, da es ihnen scheinbar besser gefalle, ohne Regulierungen in Pattaya auf der Straße zu leben.

Auch die ausländischen Bettler seien oft schon Tage nach der Rücksendung in ihre Heimatländer von Schleppern zurück nach Pattaya geschleust worden.

"Nicht nur Touristen, sondern auch die Bewohner unserer Stadt sind von den Bettlern und Obdachlosen genervt. Wir müssen daher künftig eine härtere Gangart einlegen, damit unsere Maßnahmen erfolgreich sind", erklärte der stellvertretende Bürgermeister.

Laut Herrn Wutisak, sollen künftig mindestens 2 Großrazzien pro Monat an den von Bettlern und Obdachlosen genutzten Stammplätzen im Seebad durchgeführt werden. Außerdem soll bei der Immigration Police eine Datenbank für verhaftete ausländische Bettler eingerichtet werden und auf der Polizeistation Pattaya eine Datenbank für obdachlose Thailänder. Die Deportationen der aufgegriffenen Personen soll möglichst schon am Tag nach den Razzien stattfinden.

Ob die härtere Gangart zum gewünschten Erfolg führen wird, ist fraglich. Schon beim letzten Meeting zu diesem Thema hatte Herr Pannee Limcharoen, stellvertretender Chef des Social Welfare Departments, darauf hingewiesen, dass obdachlose Trinker zwar in die neuen Betreuungseinrichtungen nach Nonthaburi und Saraburi gebracht werden können, doch sei es eine andere Frage, ob sie dort verbleiben würden. Schließlich benötige man dort die Kooperation der Obdachlosen, denn es handele sich nicht um Gefangene. Wenn sie also ihren Aufenthalt oder ihre Therapie abbrechen und nach Pattaya zurückkehren wollten, dann könne man sie nicht daran hindern.
